US President Barack Obama has named former US ambassador to the United Nations Richard Holbrooke to be special envoy to Afghanistan and Pakistan.
Holbrooke, 68, has a reputation as a hard-nosed diplomat best known for brokering the 1995 peace agreeement that ended three years of war in Bosnia.
He served as a foreign policy adviser to Secretary of State Hillary Clinton during her unsuccessful bid last year for the presidency.

Holbrooke was the US envoy to UN who brokered the November 3, 1995 Dayton Peace Agreement for Bosnia and Herzegovina and has been accused of making a promise of immunity from prosecution to Radovan Karadzic, also known as the 'Butcher of Bosnia'.
At a war crimes hearing in August 2008 for Bosnian genocide, in which Karadzic was indicted, Karadzic said that Holbrooke gave him immunity, meaning that he would not be indicted to the UN tribunal in The Hague even if detained, should he end his political career at the time of the Bosnian genocide.

Karadzic has accused by the International Criminal Tribunal for the former Yugoslavia (ICTY) for numerous war crimes committed against non-Serbs, and for being responsible for the deaths of more than 7,500 Muslims.
On August 1 2008, in an interview with Press TV, the former Bosnian foreign Minister Mohammad Sacirbey confirmed that Karadzic took part in the massacre against Muslim Bosnians following a deal made with then US peace negotiator in Bosnia, Richard Holbrooke.
“They [Holbrook and others] acquiesced, gave the green light to Milosevic, Mladic as well as Karadzic to take over the territory of Srebrenica…,” said Sacirbey.
“I do not think anyone in my government knew about it and the result was 8,000 people murdered.” Sacirbey added.
