While claiming security had improved, Petraeus said the violence involving the Mahdi Army of Moqtadar al Sadr "highlighted the destructive role Iran has played in funding, training, arming and directing the so-called 'special groups'" which, he added, "pose the greatest long-term threat to the viability of a democratic Iraq." Petraeus even granted that Syria had cut the alleged flow of fighters into Iraq, only to stress by contrast, that "Iran has fuelled the violence in a particularly damaging way, through its lethal support to the special groups."
